I don't think it's an either/or. It's both.
If T.O. were 28, the Cowboys would put up with him. He's not.
He's still a very good receiver, but he's 35. And you don't continue to get better at 35. You tend to decline no matter how hard you work out.
This was evident this past season, if anyone cared to pay attention. Whereas teams wouldn't dare put a corner on top of T.O. in press coverage, they did it often this past season, frustrating him and stifling his effectiveness.
Sorry, but he wasn't going to get better. He's reached the limits of his talent, and he's going to decline.
And when he declines, is he going to accept that? Or is he going to blame others?
Those, IMO, were the decisions that factor into his release.
At some point, the Cowboys were going to release T.O. Better now than later.
