To add to what YR said, Goodell has a pattern of veering wildly between sweeping things under the rug, and going vigilante before he has any real evidence.
Look at how he treated the Patriots. He tried to sweep Spygate under the rug, which actually was a big and serious issue, to such an extreme he literally had evidence destroyed. But then went berserk going after the Patriots on slightly softened footballs, and the league botched the investigation so badly it turned into a huge farce. And ultimately Brady and the Patriots did nothing but dunk all over him in the end.
Or look at concussions. He's implicated in covering up CTE research, but then he goes bananas over the Saints bounty accusations, and the whole thing turned out to be a bunch of garbage, and all he did was crap on a feel-good story of the Aints becoming winners finally.
Individual punishments are more of the same. Smoking weed gets you a career ban if you're a Browns receiver (like that's not already hell on earth to start with...), but being a wife-beating Giants kicker is apparently no biggie? Peyton Manning probably used his wife as an HGH drug mule and that didn't even warrant starting an investigation, but some Falcons corner got a 10 game suspension for PEDs? What, did he have adamantium put in his bones or something?
