Last I read, he has to clear a medical evaluation by the league before anybody can sign him.
As others have said, he is not good enough for the circus he would create if he signed here.
This.He isn't that good. If he were then some team would have signed him despite his issues. He is an average player with above average problems. No team will rush to sign that type of player. Even if a team, including Dallas does want him, they can wait until training camp is closer or at least until after the draft plays out before bringing him into the fold.

I think allot of people would be a little nuts if they lost a well paying job that they worked hard at because someone told their mom you were a bully and you were publicly branded as a racist bully for doing what so many other people do in locker rooms. Not saying the guy is a great guy but I haven't heard anything about him that I haven't been hearing about football players forever. I would think a pending lawsuit by a bar owner for refusing to leave the bar and biting someone on the way out coupled with ACL surgery would have been a big red flag but I don't remember so many people being against that move?
Incognito has a long history of troubling behavior going back to college, when he was sent for anger management classes by his coaches at Nebraska, got into fights after that and was eventually suspended indefinitely by Bill Callahan (yes, the Cowboys line coach) for repeated violations of team rules and withdrew from school. He transferred to Oregon and was dismissed from the team a week later because he didn't live up to his agreement for coming there which also included anger management classes.
So he straightened up after college, right? He at least kept his anger confined to the field for a few years, but eventually it got him kicked off the Rams with the general manager telling ESPN that the Rams had given him numerous chances to clean up his act, and had put him on notice that the Rams would cut ties with him if he couldn't control his anger.
He seemed to avoid getting in trouble publicly for the next few years, but then in 2012 during the Dolphins' annual celebrity golf tournament at the Turnberry Isle Resort and Club in Aventura, Florida, a drunken Incognito harassed a female volunteer at the club. He rubbed her private parts with a golf club, pressed his private parts against her buttocks and dumped water in her face. The matter was referred to Dolphins security. Although former Dolphins wide receiver Nat Moore apologized to her, the volunteer filed a police report after Incognito didn't personally apologize; the matter was later settled after she signed a confidentiality agreement. This incident didn't come to public light until November 2013.[29] Dolphins coach Joe Philbin subsequently confirmed that the Dolphins were aware of the situation, and had taken "immediate action" in response; he didn't elaborate.
Then came the Jonathan Martin issue.
The only reason Incognito has been given as many chances as he has is because he does have some talent, but that talent is clearly offset by his issues. There's a difference between a player who plays with an attitude and a player who has an attitude problem. Incognito clearly has a problem.
