My girlfriend had it done. It's not yet complete because it hurts so bad.

That's actually not too bad. With the simplest of medical procedures costing hundreds and thousands of dollars nowadays I'm surprised this is so cheap.

Simple medical procedures do not cost thousands of dollars.
You might be referring to some of the endoscopies or arthroscopies, but those are invasive, they carry cosiderable risk, and are covered by insurance. Tatoo removal is purely cosmetic and not covered by insurance, requires several treatments, will likely leave evidence of it's prior existence (scarring or depigmentation), and will cost probably $1-3 thousand out of pocket.

However, the tatoo itself is more dangerous than the removal process.
HIV, Hep C, and other complex maladies can be transmitted by the needles.

Not a good idea to get one.

They don't numb you up? Even topical treatments of numbing medicine would help, wouldn't it?

I'm always surprised that they're not making tattoo ink that can be degraded with a specialized light frequency, or treated chemically and then with unusual radiation for easy, relatively painless, permanent removal. Maybe they do and it's just expensive, but it has to be something we're capable of engineering.
