Not in the football definition. A "project" is a player that has a long way to go to be ready to play in the NFL. Not all that many draftees are projects.
Well I will disagree. When teams draft typically they seem to think the guys in rounds 1-3 will contribute and the rest are maybe's but it also depends on position. A kicker is expected to contribute but a late CB isn't expected to start normally and it's a surprise when one does. But if you think of project players a little more differently that's ok.

Unpadded, no contact OTA’s don’t tell you very much, honestly. They favor players with speed and agility, but don’t factor in toughness and durability, or concentration when in danger of getting hit.

It's the definition of project. It's not about thinking of players a little more differently, it's the usage of the word project.
