I just don't get why in no matter what form of media people refer to people by putting the @ in front of their names. I get emails from friends and in the emails they put the @ in front of mutual friends names and I just don't get that. I just don't get why using just their name isn't enough.

If they're messaging you directly, I have no idea why they'd put the ampersand in front of your name, but if they're putting it in front of someone else's name, they may be inviting that person to read or join the conversation. I'll bet I get at least 3 or4 emails a week from different friends that put the ampersand in front of other friend names when they refer to them.
