IF she was just going to grant the PI I doubt it would take that long to write the decision. So what does that mean that it might take another 3 hours to get it done?

She could be doing what the judge in Texas did: try to write an appeal-proof decision. (Didn't work for him, but he did try).

I think with the length of time that this is taking it benefits Zeke. If the judge was going to deny it she could say the motion for injunction is denied and move on.
