This is like when Goodell used that panel to review Elliott’s case. He could hardly ignore their unanimous recommendation or why have the panel in the first place?According to the new agreement between the Players Union NFLPA and the owners NFL the arbitration decision can be overturned by the Commissioner.
The NFLPA and or the NFL can appeal the arbitrator decision to Goodell. The NFL has stated they don’t want the first case appealed . And are seeking an indefinite suspension.

Meanwhile, Texans misplayed the whole thing badly, and then the Browns oddly bailed them out. This is like going all in, and then folding before the river.The Browns certainly misevaluated situation. How many draft picks did they give up. Good think they still have Baker. Lol

The Browns will receive Watson and a 2024 sixth-round draft choice (which was originally a fifth-round pick), while the Texans will receive a 2022 first-round pick (No. 13 overall), 2023 and 2024 first-round picks, a 2022 fourth-round choice (No. 107), a third-round pick in 2023 and a fourth-round pick in 2024. The 2022 fourth-rounder was an addition to what was previously reported.
Browns owners Dee and Jimmy Haslam, general manager Andrew Berry and coach Kevin Stefanski all released statements as part of Sunday's announcement, explaining their "evaluation process" of Watson before making the trade and expressing confidence in him as the face of the franchise moving forward.
"We spent a tremendous amount of time exploring and investigating the opportunity to trade for Deshaun Watson," the Haslams said. "We are acutely aware and empathetic to the highly personal sentiments expressed about this decision. Our team's comprehensive evaluation process was of utmost importance due to the sensitive nature of his situation and the complex factors involved. We also understand there are still some legal proceedings that are ongoing and we will respect due process.

Right. Houston knew Watson was going down. They are even being sued for their part in potentially aiding and abating according to lawsuit filed Monday.Well, they knew he was going to be suspended. I’m sure he needed approval but most likely it was GM initiating . That’s how most normal teams operate.and you think the GM made the move to get Watson without the owners approval?

The NFL insisted on an indefinite suspension while Deshaun Watson’s legal team argued there’s no basis for that punishment as both sides presented their cases in front of a retired judge in Delaware on Tuesday, two people in attendance told The Associated Press.
The hearing will continue on Wednesday and Watson is scheduled to be there for the duration, according to one person who spoke on condition of anonymity because the hearing isn’t public. It's expected to conclude Thursday but it's not known when a ruling will be made.
Former U.S. District Judge Sue Robinson, who was jointly appointed by the league and the NFL Players’ Association, will determine whether Watson violated the NFL’s personal conduct policy and whether to impose discipline.
