The "WR in a TE's body" and "pass catching RB" types are very dependent on offensive scheme and/or QB preference. The sales pitch with those types of guys is that you're going to pepper them with targets like they're WRs. But for better or worse, teams most often keep using those "move" type RBs and TEs the same way they were using their RBs and TEs beforehand.
As an example on the downside, Dalton Kincaid was billed as a WR in a TE's body, but Josh Allen doesn't like targeting TEs - he likes hunting for big plays downfield and uses TEs for checkdowns. So Kincaid's received about the same type of usage that Dawson Knox was getting before him.
As an example on the upside, look at Alvin Kamara with the Saints. Sean Payton and Drew Brees would always hammer their running back with targets. If they had Reggie Bush or Sproles, they'd feed them 80 catches, if they only had Pierre Thomas, they'd still feed him 80 catches. So the Saints plugged in Kamara and fed him their 80-catch usual, and he just exploded.
So how does Dallas use TEs? Dak is always good for feeding them 60 or 70 catches, but those come on low-depth checkdown type stuff. And if you use Warren as a checkdown merchant, I don't know if he changes this offense. Warren doesn't look like a Brock Bowers type underneath target hoover - his big potential is as a Gronk or Kelce type downfield dominator. And we just don't throw to our TEs downfield, so I don't think we'd get the most out of him.
Selfishly, I really want to see Warren go to the Ravens. Lamar always feeds his TEs, and it's often on explosive downfield targets. If Warren ends up in a situation like that, I think he becomes a household name.
