The other member was saying what they might do in the future. This particular thread was created yesterday and has had zero opportunity to drop off the Fan Zone front page in its brief life. That is usually the case for threads attracting medium-to-high active participation.

Fan Zone threads become old threads when they have not populated the front page for several days. No one should purposely search-and-find an old Fan Zone thread, post a comment in one, and make it jump back to the Fan Zone front page per the two site rules you quoted.

Ah OK the old I kept some receipts and now I'm bringing it back type thing gotcha I didn't know it was frowned upon but usually by the time it hits the 4th or 5th page it's gone anyway..
