That proof is required in a court of law but not to qualify as a violation of the Personal Conduct Policy. Circumstantial evidence is enough.Yes, that's how it works in this country.
Could he have touched her? Sure. But show me. Prove it to me. I am certainly open to the possibility he did it. But give me more than circumstantial evidence that relies heavily on the statement of a girl who was proven to have lied about facts surrounding this case.
