They are simply taking the risk that the market for Thomas won't be that great and they can get him cheap in a week or so.

I will applaud them if it plays out like that. More than likely, he will sign somewhere to what will be a fairly large but reasonable contract and then the Cowboys "friendlies" in the press will leak stories about how the Cowboys made a real strong offer but just got outbid.

Teams are paying slightly above average starters(Brown and Alexander) market setting deals with the highest at their positions.
