I have no idea if he'll clear waivers, but I do know that every year, people here get excited about guys in the preseason and say, "He won't clear waivers, mark my words," and then the guy clears waivers and ends up on our PS or out on the street. We routinely value our marginal guys more highly than other teams do.

The obvious answer is no. Therefore there is not a magic point where players cut prior to cut-day have to wait until cut day to be claimed.

Right. The league is going to parse out the exact minute each player was released and have 1000 different windows for clearing waivers.

It is easy to time stamp when a player's released. There were over 1100 players cut today. Do you honestly think the league has a unique 24 hour window on each? Unmanagable for dealing with waiver claims.
Contrast that to everyone is officially cut at close of business. Teams now have 24 hours to make claims.

Already cut means the player was notified. Like I said, league office likely makes everything official at the same time today.
That means the league isn't going by what's posted on Twitter.
Again, step back and think how the league is going to efficiently manage 1200 players on waivers. It most certainly is not through individual deadlines for each player.
If the player was cut yesterday then he does not wait until today (cut day) to go on waivers. That means team have to put in a claim before they see all of the other cuts. I think that is what the poster was trying to say.
They did away with the cut to 75 most likely because everything is done automatically on computers; whereas, before the cut to 75 would have helped with processing all the cuts by the league office.
