By anyone who takes the time to watch film and evaluates offensive linemen, by the NFL that's made him a 4 year consecutive starter, and by the free market that deemed his market worth to be that of a solid starting offensive guard.
There is nothing hyperbole by what I said. If the Cowboys sign Donald Thomas, he will be immediately deemed to suck because only offensive linemen paid to $30 million guaranteed and/or first round draft pick offensive linemen could possibly be good.
There is no more in-depth analysis than that by most of the CZ hivemind, I'm sure a lot of whom would probably say that Evan Mathis is nothing special looking at his resume (assuming they know who Evan Mathis is without a Google search) and the fact that Bengals "didn't want him anymore".
