From what I've read, as I'm too lazy to look it up, Martin would have the shortest arms of any tackle in the league if he played tackle.
However, he has been touted as a perennial Pro Bowl caliber player at G, so probably best just to leave him there.
I still have hope for Parnell, though. He beat up Geno Atkins in the preseason last year until he got injured. Maybe he'll surprise us.
This is Parnell's year. He needs to make a push on Free. If he and Weems can play T then I'd move Free to RG and let them all compete for a starter's role. I have confidence in Parnell and they seem high on Weems.
Measurement geeks won't like him because of the arms. But fact is, Joe Thomas has 32 1/2. Jake Long 32 7/8.
Arm length is just like WR height. Yes, you want optimal measurements. But if the WR can get open, who cares? With a lineman it is the same. The strength of their initial punch and their footwork, if top shelf, can minimize the loss of advantage with their reach. It is just idiotic how much stock is put into it when you have an upper echelon player who does all the other things right. If you are talking a less talented player, then you want the measurements to be closer to the preferred standard.

Free gets a bad rap because of the down year after he signed his contract. 2011 he was great, 2012 he blew it but last year he played really well again. For the right price Free should stay on the roster.
EDIT: Looked it up. Doug free is listed at 34" arm length at 6'6". Martin at 6'$" listed at 32 7/8"
I personally think the arm length thing is blown out a little bit, and from what I've been watching, I do like Martin's anchor better than Free's.
