I've always been somewhat disappointed to see Belichek incorporate so many aspects of the old Cowboys method of acquiring talent and building a team with the modification of including a salary cap and free agent. The patriot management have been brilliant with their logic. Meanwhile, the real answer to building a team was under Jerry's nose the whole time within his franchise's history.
The Patriots draft players that fit their specific scheme, they are typically not sexy or exciting picks that get media attention or sells more tickets. The Patriots do not believe in filling holes with high dollar free agents. You might remember, they made no move to acquire another quarterback after Brady went down. They would absolutely never do what the Vikings did. They will bite the bullet and coach up the team they have.For them it's all about increasing the overall quality of available talent. For them, the draft is entirely about value and they try to increase the value at every opportunity.
Before the rookie salary cap was devised, they already knew that the top 15 players in a draft were typically overpaid. I mean, teams would shell out millions for a player with zero NFL experience, money that could be used to resign a valuable player or acquire a good veteran. Therefore, they would often trade a 1st round pick for another 2nd rounder or 3rd or both but always tried to get the following year's #1 pick in the trade so they could do it all over again. They felt that 2nd and 3rd round picks had good value in proportion to their contracts. Also, they don't have to worry about the superstar prima donna attitudes that some of the top rookies have from college. They will take a player in the 1st round that that they just feel they can't pass on.
LOL, in the past 8 drafts they have had a total of 15 2nd round picks and 12 3rd round picks.
They treat the salary cap like a pie, each of the 50 something players get a piece of the pie but they can only take what Belichek thinks they will earn during that time. If the player doesn't like the size, no matter who he is, then he can leave. They refuse to overpay.
They strongly believe in developing their own quarterbacks and draft them on a consistent basis.
By the way, Belichek's first NFL job was quality control, the coaching position that Tom Landry invented, responsible for scouting reports on upcoming opponents.
