That's a rather stupid answer, he gives. As if he couldn't rest a couple of guys because of numbers.
You might not be able to "rest" 22 players but you sure can start all (or most) of your backups and limit the number of snaps your starters get. Let's not pretend that there aren't active players who get 0-10 snaps while there are others who get 50+. Just reverse the number of snaps.

JJT is really bad with this. I remember he tried to bait Parcells into answering a question about TO being late to practice, by asking the same question three different ways.I do as well and wish all coaches took the same approach. Coaches aren't obligated towards divulging any information that an opponent could use to counter their gameplan. On the other hand, coaches might feel it necessary to open up about certain details if the questions posed lacked thought or were not transparently repetitive sometimes.
The latter is a pet peeve of mine. For example, a reporter asks if a player will be active for the next game? The coach replies that the player is being evaluated and may play. Then the reporter asks if the player will be active for the game if they pass the evaluation? So the coach replies that the player hasn't been ruled out for the game and is currently being evaluated. Like clockwork, the reporter asks if the player isn't ruled out on Saturday will he play on Sunday?
It's the same dang-blasted question spoked slightly different every time! It's an example of why I could never be a coach dealing with the media. I would tell so many reporters to take a long walk off a short pier.
