I know nothing about him except what's on his wikipedia page, but he's usually mentioned among the all time greats. I probably wouldn't have voted for him anyway for all the same reasons I wouldn't vote for Graham.
It's too bad that you don't know much about the history of your team. Baugh was one of the top-3 players to ever play the game from an all-around viewpoint. He was one of the best ever as a QB, DB, and Punter.
When comparing players from different eras it is important to keep in mind how they performed vs their competition, not how they might perform in another era. Your points in another post were that Graham played when there were fewer teams compared to Montana, I would counter that by saying Montana played in a watered down league, with the talent diluted and spread out because of the number of teams.
The point is, you can't make comparisons like that because each player has to play against the competition they face, anything else is purely conjecture and fantasy. That said, Graham was the most dominant QB to ever wear a uniform. You can downplay his accomplishments if you want but to those who actually saw him play he was the best ever.
Montana was the epitome of the system QB. It is highly unlikely that he would have thrived in another system which would have required him to make deeper throws (like Aikman, Elway, or Favre). He was fortunate that Bill Walsh was able to utilize him in a system that protected his weaknesses and promoted his strengths. Still, he was outstanding at what he did and deserves to be ranked among the greatest ever, I just don't think he was THE greatest ever.
