I don't consider Billy Cannon a "bust" since he was injured. We'll never know if he was any good.
I consider a bust one that we had high hopes for but never panned out as a good player.

With that logic then Howard Richards gets honorable mention. He never lived up with his 1st round status due to injuries and bad play and who did we pass to draft him? Howie Long and Mike Singletary both in the HOF. In 1982 we drafted Rod Hill and passed on another HOF in Andre Tipett.
