Bill Parcells thinks Carter could have developed into a good QB. I think he's right. Carter demonstrated good mechanics, but lousy maturity. Case in point: He felt threatened by the signing of Vinny Testaverde. Testaverde was brought in during the twilight of his career, obviously as a backup. There's no way he could have been seen as a long-term solution. The fact that Carter didn't have the fortitude to handle that shows how weak-minded he was.
There was also this little drug issue he was dealing with.
