It is if you are only playing the guy on clear passing downs, and the player is used to lining up on the line of scrimmage with his hand on the ground. It’s not if you want a more well rounded DE or if the pass rusher is used to attacking as a blitzer. In any case, 3-4 sacks a year isn’t special for either type.
You're talking about differences in the player, not the position. You can have a 3-4 OLB that's is a pass rushing specialist same as 4-3 DE. The only real difference is you typically wont see a 4-3 DE in coverage.
