The idea was originally that the money saved on rookies would go to the vets. Instead, the bulk of it has basically gone to the Top 5% of players (primarily QBS) and teams have instead gone with drafted players knowing they'll be easy to get under contract and if they don't work out, cheaper to cut and try again.
I also think the owners knew this would be the case all along but the players probably bought the line about the money going to the vets hook-line-and-sinker.
No doubt. When you are forced to pay a guy in the top 10 up to $40M without having seen him play a down, signing an aging yet productive player seems like a better route.
I think the system sets itself up for players who can play to remain employed. If you're a guy trying to live off of 2 years ago you're probably not long for the business.
