No, I think the rolled over amount expires. Let's say the Browns roll over $50 million and have $50 million in space, giving them $100 million in 2018. Let's say they use $25 million, leaving $75 million. I *believe* only $25 million would roll over to 2019, as opposed to the full unused $75 million.
I haven't heard that. I've admittedly not read through the entirety of the salary cap rules and regs.

That makes more sense to me.
