I appreciate your cantor. As this seems to be the wrong thread for this type of essay, I will summarize for you the analyzations I've come acrossed during the last 10 years of following the game of NFL League football.
The salary cap is a wild animal that can only be tamed by the smartest of tamers. Bruce Allen was one of the best tamers of the cap the Bucs have had over the last decade of 10 years. He was able to bring in big names like Joey Galloway, Jeff Garcia, Jameel Cook, Jerramey Stevens, etc. The list could go on and on but you get what I'm cooking here.
As far as the cap goes, it's really simplistic yet not entirely non-difficult to wrap your hands around. When a team waives (or cuts) a player, in this case TO Owens, the next team that signs him will receive a gratuity in the form of dead money. This dead money is called dead since the team that waived him obviously won't have him on the team. The money goes into a blackhole never to be seen again until it's paid to the new team.
