Just a what if......

The league passed a rule that when a penalty happens, the one breaking the rules has to sit out the next play? If it is at the end of each quarter, the play is redone and the player still has to sit out.
I have been watching all day and it seems every critical play has a penalty. The rhythm of the game is lost because of flags. Something has to be done.

I understand the league would not do this, but it is an interesting thought.
