It's obvious they are afraid he would get hurt again. That would lose him for the playoffs and reduce his trade value down to zero. They feel he has enough experience that he doesn't need a few series to get ready.
If they are afraid that he will get hurt again, and they are around him every day, then why on earth would another team trade for him? If they see that the Cowboys are afraid to put him on the field, it wouldn't exactly make acquiring Romo an enticing prospect.
