He's doing what his limited abilities and routes allow him to do. It has nothing to do with "this offense". There's not a receiver in the league who's in a "better" position than him. He's got a top quarterback, the best offensive line in the league, and a top running back for defense's to be concerned with.
Stop trying to make excuses for him.

Separation per target is hard to read because it only takes into the account of plays that the QB has thrown the ball to the WR. If you QB is throwing the ball away in your direction because they are under pressure it impacts the stats.
