Rodgers has not been that in 2 years and fun fact when he was that they never went anywhere. The only time the Packers became good again is when they got Adams who was at the time the best WR in football (almost like doing more with less does not work well in the playoffs). Burrow has the best or 2nd best WR in the NFL another top 10 WR in the NFL and an above average OLine. He has not done more with less, he has shown why 31 starting QBs need great players to win.

So yes there is 1 QB who fits the definition of "does more with less" and the rest all have a ton of talent and go as far as that talent takes them.

Adams was still Adams without Rodgers. Hill was still Hill without Mahomes (actually a little better). So they are not actually elevating the players.

Meanwhile again once Rodgers got paid they were getting knocked out of the playoffs because they did not have talent. Rodgers was basically considered washed up so much that they drafted his replacement and then Adams becomes Adams and suddenly they are making the NFC Championship game again. Almost as though what matters is having talent around you. Meanwhile again Burrow has 2 top 10 receivers and Chase would be the best skill position player on the Cowboys since Irvin.

So again by your definition there is 1 franchise QB who can win with less and even he does not make his best players look better than they are.

If you believe that Dak's play and contract is holding the team back, shouldn't the people responsible for agreeing to that contract be held responsible as well?
