There is a popular motto in football coaching that applies here.
"You are either coaching it or allowing it to happen."
That could be applied to Garrett as a Head Coach or Jerry as the "decision maker". He either wants this environment or he allows it to happen.

Only the cowboys would trust scatter brain tony romo with so much power. He's not responsible enough to have that type power. It's the reason I'm thinking about rooting against the cowboys all season.
