Of course it is. If the inevitable = the guy is found guilty, and the prisons are overcrowded, then it is delaying the inevitable. kind of a glass half empty way of looking at it, and you wouldn't want that right taken from you would you? Anchoring them to a heavy stone and sinking them in water was quite an effective method...if they were able to live...they were found guilty and either hung by the neck or burned at the stake.
If they drown...they were found innocent of all charges...and......um.....well they had their day in court is what I'm sayin'.
