I do understand what you are saying...but just had to say that...
To be fair here they did manage to at least fix some of problems that were considered a offseason priority. They did drafted a backup in the form of Dak and also drafted Elliott dealing with the need of getting a running back as well as drafting others players that were needed to fill in some of the problem this team has.
While were not looking forward to the possibly of Dak having to start a game if Romo indeed goes down but at least drafting a backup qb it's progress as compared to last season.
So the Cowboys are snake bit at the QB position.

We cannot go into season with Dak as a backup. I like him but he is far too raw and will get crushed by an NFL defense at this stage

I would agree with you except for the fact that my faith in ROMO actually finishing out a season any more is somewhat wavering...Granted not at the top of the my list of off-season things to do but considering your backup won 1 game last year and your other one hasnt played a game yet.

Would have liked to see them do more in FA, but their recent personell moves don't indicate that they're ignoring the positions of need. Running back was a position of need as well and they addressed the hell out of that.

Yes it does. First the OP was claiming it was a priority. If Romo goes down for a decent amount of time again the season is likely over early again. Foles or someone else is unlikely to make a difference.Then your comment about it being like life insurance doesn't apply.

stephen said backup QB was an offseason priority. Did nothing other than Dak and cannot even sign Foles. Now will have to waste a draft pick. Because this team does not believe in being proactive, but waiting until there is a crisis and the league knows we have to pay through the nose. Same can be said for DL and DB. We simply have done very little to address depth at our weekest positions. And then spend 2nd round picks on redshirt players. SMH
If they tried we'd have them.I'd have to go back and look but I don't recall any great FA options for QB.
They tried twice to get a QB in the draft in Lynch and Cook but missed on both.
It doesn't appear they ignored the issue as some here are suggesting. So now they are forced to trade for one, which all along was probably the most viable option.
