This is 100% human error and no fingers should be pointed at the replay. If anything, the replay showed how wrong Hochuli was.
Hochuli is 100% at fault. I've seen this guy make repeated errors. I can only imagine if he did something like that against Dallas in the Super Bowl.

The officials ruled him down by contact, blew the whistle when he was anything but. The outcome of the play had the whistle not blown would either have been a first down or likely even a TD. Without it though Moss was short.
