Marinelli's "waves" strategy is not feasible. Cowboys barely have enough healthy DL for ONE wave, let alone plural.
Cowboys need to make a trade for a blue chip player, or two or THREE, on D. With Lee injured again, and Ware gone, the D has no foundational players. Rolando was a blue chip player and a savvy acquisition but he is not a foundational player, yet. Not only do we have to wait and see if he is physically ready to play, but there are mental concerns as well.
But the most frustrating situation is all of the injured/unavailable players that Jerry and Co. have pinned their season on. Some of these players are coming of injuries that take longer to return to 100% than just an offseason. Spencer and Melton may be able to play after 3-5 games into the season, but at what level?? Better to let them heal properly on IR or PUP and bring in players who can actually contribute in the first quarter of the season. Cowboys are just asking for an increase in injuries for the players who will have to work twice as hard because the rotation will be limited with injured/unavailable players taking roster spots. Demarcus Lawrence also falls into this category. Why hurry a young inexperienced player who may not be 100% into a situation where the game will be faster and more violent than he is used to and coming off an injury (mental adjustment as well as physical one). Expecting Brent to make an impact on this team after a one year layoff is bad enough, expecting him to do anything after a 1 year layoff AND missing games due to suspension borders on delusional. Asking players to play at less than 100% (Terrell McClain & Mo Claiborne) is madness. But Cowboys have no choice because they are carrying too many players who may not contribute the first 3 or more games: Melton, Lawerence, Selvie, Scandrick, McClain, Spencer, Okoye
Placing Okoye on NFI was the right thing to do. Let some of these guys live to fight another day in the future.
Jerry needs to bite the bullet and go get some real talent, especially at the 9 and 3. Do not be stubborn about adding vets either. A proper rebuild does not just rely on young talent, but TALENT, period. Landry knew that, Jimmy knew that, Parcells knew that.
