So what....as long as they happen after June 1st and you haven't used both designations then the majority of the hit will still come the following year.... who gets hurt in April without going on the IR?

Again, your way sees them increase the potential acceleration of dead money for all players and removes the ability to wiggle around. I know you want to pretend that all June 1st cuts save money but that is not the case and that is doubly so after a couple of years of restructuring everyone on the roster.
The of course the following league year you are left with even more massive prorations that hit leaving you in a roster quandary. We were lucky with Romo because he only had one more year left on his deal when he went down. If it had been a couple years earlier when we were still restructuring him constantly and he was carrying a $30m dead money total every year it would have caused serious problems. You want to do that proportionately with every player on the roster in a league with high year to year turnover.
That is precisely what happened with Aikman and Irvin in the early years of the cap. They restructured a lot of contracts to sign Deion and when Aikman and Irvin went down they were caught with their pants down.
