You mean like Romo.........He retired in March but didn't file the papers until June 1st
He had 18.9m in Dead Money and when he suddenly retired he saved the team 14m last year and 20m this year.......... but even if they took it all last year they would have still saved 5m against the cap
So hypothetically if a player retired in Mar/Apr and the team couldn't push back the tranny until June 1st and the team went over the cap .... they would have 7 days to get in compliance with no penalties.......certainly not 1m a day like you suggested several times(and it wasn't part of the old CBA either)..... they would be prohibited from making other moves until they got back into compliance
Same rules would apply mid-season but I can't think of a scenario how it would happen..... since it is clearly past June 1st all the pro-rated signing bonuses or Dead Money would stay off the books until next year with any retirement, trade or cut
edit- maybe if they waived someone with guaranteed money still owed in future years like Aaron Hernandez they would go over until he was actually suspended but the money and cap space could be recovered

mr Night-- i agree...our over the top conservatism in free-agency does not work...even some bottom feeders we signed last year we ended up cutting which created dead money...we need to understand free-agency is often over-paying...but if its just one or two positions then do it...another solid lineman and linebacker would have given us 3 more wins last year....look at Philly.from last to superbowl winners...its our fearfulness of hoping to play not to lose that keeps us in mediocre hell....put pedal to the metal and kick some buttThe numbers are all accurate

If you are going to keep a player all year then you should restructure their salary..... you don't have to spend it but with rollover there is no risk or harm..... it is simple math....you do not increase any money owed or length of contracts
even if they didn't spend but 15m of that on Draft picks and resigning FAs they could roll over 50m to next year ...... that would leave them with over 100m in cap space......how high do we need to go before we sign some players
