Romo did that 8 times his first 42 games and 8 times in his most recent 42. Or more than once every 5 games.
From my limited research, the average NFL team's QB that throws for a passer rating of 120+ in a game win ~90% of the time.
That would put Romo's worth at +3 wins/season on the Rams or Bradford -3 wins/season on the Cowboys if you want to try to project.

He turns the ball over a ton in relation to his attempts. Now this trade scenario would mos likely never happen as both teams would certainly want to go forward with their respective guy, but I personally, would make the trade.
