That's why Buffalo and Detroit are near the bottom. Worst is Cleveland. Buffalo and Detroit get a reprieve because they are at least contending now. But if our team's claim to fame is not winning a Super Bowl, but going to four in a row, I don't think anyone would be considering us a well run team.Buff is a good franchise. When they played in 4 consecutive, they were one of the best run team of the time.
You are only counting super bowls, that's a sign of success, may or may not show how well a franchise is being run. Look at the current BUFF and DET teams. Both are being run very well, no super bowls.

Any list like this that doesn’t have the Giants and/or Jets is a bad listVery curious to see what people think and where Dallas fits.
In no order the 5 worst franchises, and I base this on the lack of postseason success are:
Cleveland
Chicago
Raiders
Panthers
Cowboys
NYG and Jacksonville are right there. Washington, Detroit and Buffalo have graduated.
