Even if Manziel becomes available and Jerry takes a chance on him he still has to draft a QB because Manziel hasn't shown enough on or off the field to put all your trust in him. Try and find a QB Cleveland has given up on who's gone on to have great success with another team. Manziel would be brought in on a low risk contract that would protect the team. I wouldn't draft a QB in the top 10 with Romo still having some years left but I wouldn't be opposed to drafting one in the first round via a trade down. Although this draft doesn't appear to be a strong QB draft you can almost bet at least one of the QBs will shoot up the draft boards by draft day.
It happens almost every year where one or two QBs impress at the combine or at a pro day and their draft stock goes way up with one of them going #1 overall or at least in the top 5. The Cowboys could trade down into the teens picking up an extra #2 and take a QB there or trade down again into the mid to late first round and take a QB. They could also use one of their two #2's they acquire in the first trade down on a QB. Bridgwater was taken at #32 in 2014 and Derrick Carr went #36 so you can find a QB late in the first early second round.
I believe this trade down scenario is probably what the Cowboys will do unless one of the QBs really impress them where they feel the need to make the move early so as not to lose them. Personally I would trade down and acquire some extra picks because the QB the Cowboys select is going to be sitting for 2 or more years which is why I wouldn't use a top 10 pick on one. It's a must that a top 10 pick play immediately especially with the holes the Cowboys have.
I wouldn't be opposed to grabbing Tunsil in the first round. Then that line would be a force for the next decade. No more of the fated false starts on Free, the problem would be paying 5 first rounders on one line. Personally id grab Hackenberg in the 3rd and call it a day. Hes underrated.
