Exactly! Picking a quarterback high in the first round puts the GM on the record .. it defines him, at least in the short term, and Jerry-the-businessman viewed it as no reputation upside, only potential for downside. If he selects a high first round quarterback and it works out, everyone later says it was a sure thing so it wasn't so much a great GM move but rather one he didn't screw up. If the pick turns out to be a bust, it was his fault and yet another reminder that he's not a real GM. At some point though, you have to do your job and if you're the GM, you have to do your homework, listen to your advisers and draft the best high round quarterback you can if he's there.
If he's concerned about perception then he'll trade out of the top 5 altogether. There have been a lot of underwhelming non-qb's selected in the top 5 over the years. In fact, qb might actually be the safest position to take if you're talking about the likelihood of the player being worth the pick. Still a high likelihood of failure but all too often the regular position players taken early just turn out to be above average starters, and who wants an "above average" lineman, rb, wr, or, yes, cb in the top 5?
