What people don't seem to understand is that regardless of whether Decker REPORTED or not, he lined up in an INELIGIBLE position. Watch the play. As they lined up, Decker is covered up at the LOS by the WR Josh Reynolds with David Montgomery in the slot. As the team shifted, neither Decker nor Reynolds moved (Montgomery moved to RB), thus Decker is STILL COVERED UP at the LOS by Reynolds. This means that Decker is in an INELIGIBLE position.
So, if he does NOT report and goes out into a pattern, that is a penalty.
If he reports and lines up the way that he did, THAT is an illegal formation penalty.
OK, playing Devil's Advocate here, there are a few possibilities since NO ONE is saying that Sewell reported. He was just a screen.
1. Decker ONLY reported as eligible. Result? Illegal formation because Decker lined up ineligible due to WR Josh Reynolds COVERING HIM UP at the LOS.
2. Decker AND Skipper reported. Result? Illegal formation as Skipper and Decker both ended up on the LOS with Sewell COVERING UP Skipper and WR Josh Reynolds COVERING UP Decker.
3. ONLY Skipper reports. Result? One of three penalties: Illegal touching by a lineman (called) on Decker; Ineligible man downfield also on Decker; Illegal Formation as Sewell, who was ineligible, was COVERING UP Skipper at the LOS. In certain videos of the broadcast, you can hear this discussion that there were multiple penalties on the play.
Either way, there was a penalty on Detroit for that play. This is NOT controversial.
