If the Cowboys gain $10M from designating Romo a "June 1st cut", they don't get to use that money until June 2nd, so it would not help them in the main free agency spending period.
You could still negotiate in good faith and have an agreement in writing; the DE :) would just wait to sign it till June 2.
We are never active at the beginning of free agency anyway.

Robjay correctly pointed out in an earlier post the the $$ could be used for things like extending Martin or paying for new draft pick contracts. There are definitely ways that money from a June 1 cut can be beneficial prior to June 1.

10m is the minimum amount needed for draft picks(4-5m) plus the cushion teams needs for season long injuries

They can get cap complaint and 30m under the cap with restructures and a few cuts

Martin in not a worry until 2019 with the 5th year option and a new deal will only get expensive in 2020+
