Yes, an NFL head coach is ultimately responsible for everything on both sides of the ball, even if they delegate play-calling and strategy to offensive (OC) and defensive (DC) coordinators, acting as the team's general overseeing the entire operation, game management, and overall philosophy. While OCs/DCs run their units, the HC sets the framework, makes final big-picture decisions (like 4th downs), manages the clock, and ensures everyone aligns with the team's direction.
