Matt Jones still on the radar for Cowboys?

I wonder why a good team like Tennessee--who's been throwing to the likes of Kenny Britt, Justin Gage, and Nate Washington all offseason still--can't make up his mind about a #1 WR who's been sitting on the streets for months? Probably because he's not perfect in life.

Matt Jones averaged only 11.7 yards per reception last season, which is what most tight ends average. Jason Witten averaged 11.8 last season.

Look, i hope im wrong about the 7 and 9. i could be 100%wrong. but that is not the issue right now.the isue is that Jerry Jones(our owner/GM)and that fact that he has done nothing to improve this team this offseason.(and dont tell me a cheap free-agent like Brookings, Sensabaugh and Igor)Jerry has not brought in a bigtime free agent in the last 2 years. and the excuse has always been that we cant because we have to pay D.Ware. he blew it with his special teams draft for back-ups. and he has blown it by not picking up Matt Jones a long time ago.
 
if Jerry Jones hires Matt Jones, it better be because he needs somebody to man the nacho cheese at one of the consession stands!!!

What team is it that every year makes big splashes in Free Agency and falls flat on their faces?

Help me out here, I know you know who I mean, but I can't remember.
