It was because roiders present a danger to other players that is above and beyond what any player should have to face.
And roiding is about personal self-interest- bigger biceps, bigger stats, bigger contracts.
ROYS = bigger payoffs. SACKS = bigger payoffs.

A drug abuser is a drug abuser.
It doesn't matter whether the drug is Cocaine, Weed, Heroin or if the person is doing Steroids.
This started because Bob Dole said he'd still take Merriman on the Cowboys, even knowing that he used steroids.
Which is no different than anyone here who would take Irvin on the Cowboys, even though he used cocaine.
Both are bad, and both end in players getting suspended, but at least Merriman is smart enough to do something that helps him and his team.
