Guys on the C19 list won't count towards the roster spots, so I doubt the Cowboys declare Connor Williams, CDL, Kazee and Watkins healthy before the cut down.

Good way to go over 53 temporarily to get guys on the regular season IR.

I assume other teams will use that too to their advantage.

Yeah, I like that as a way to get our players to IR without having to cut anybody. Gallimore and Ball come to mind. Usually, we'd have to cut two players and bring them back, but with the COVID list, we can use those exemptions without having to risk anyone to waivers or signing elsewhere.
