By the time late round developmental guys become good, they are free agents and want more money than you want to give them.

Yet another problem with the draft only philosophy. Even when you get it right the reward is minimal.

The problem is the salary cap in relation to your own drafted guys. You should be able to keep them and it not go against the cap in some way.
