Do these guys have to clear waivers first or can anyone sign them?

Players that are waived, meaning they have less than 4 accrued seasons in the NFL, go on the waiver wire for 24 hours.

Any ineterested team can put a claim in for players they like during that time.

After the 24 hours is up, the NFL will award any claimed players to the team with the worst 2014 record, the same way the 2015 draft order was determined.

Any players that go unclaimed on waivers become unrestricted free agents and are free to sign with any team at any price.

Those with practice squad eligibility may be signed as such at his point.
