Why would anyone be opposed to the team putting anyone on the PS?
Great move if they follow through and sign Sam. The practice squad is not designed to develop players, though that does sometimes happen. We carried 5 receivers, so of course we want 1-2 guys on the PS to run all the routes needed against the defense. You want a RB on the PS because you don't want your game day players taking extra reps against the #1 D. And so it goes for linemen.
The PS can also be used just to take a look. We had no interest in Sam at draft time due to measurables, but the dude racked up an impressive # of tackles to go with 3 sacks, so sign him to the PS, line him up at DE, and see if he defies measurables and is a productive, relentless pass rusher. If he is, WIN....if he isn't, you can cut him any time you want and sign or resign another guy.
For fans to be opposed to anyone being on the PS just for a look see or to help you "practice" is sort of crazy.
