He and another car were speeding, He stopped at a red light and the other car kept going, About 1.5 miles away she wrecked and both the driver and a passenger were killed. The driver was twice the legal limit and has several previously speeding violations. Carter wasn’t sighted for DUI and never left the scene until he was told he could.
