So who gets decide when someone wants to finally know who their real Daddy is?

Maybe she was not mentally ready to cross that bridge at 18. Maybe her Mom told her it was not a good idea. Maybe at 25, she decided to go agains her Mom's wishes.

Some kids never want to meet their real parents because they were abandoned.

I have a friend that was adopted. Never had any interest in finding out who his parents were. In fact a half brother( he did it know he had any siblings) was trying to reach out to him in his 40's and he had no interest in meeting his half brother.

It is important to establish that legally speaking, the original agreement provided for payments that went beyond child support. Child support is a father's legal obligation, but the parties involved here had an additional deal for extra money.

If you can't see this is about money....then that's on you. As far as I'm concerned this girl has just as much right to her share of this team as Stephen. Just because Jerry had an agreement with the mother...is one thing.
